A neighbour counts once they have verified their address and used nnabo on 3 separate days within their first two weeks - posting, commenting, reporting an incident, confirming one, or replying to an event.
That is why some referrals sit in Pending for a while. They move to Available on their own once the person becomes a regular; nothing is needed from you.
